Germany inched towards installing a new government as Angela Merkel’s conservatives and the leaders of the Social Democrats (SPD) reached broad consensus on the contours of a legislative agenda in marathon exploratory talks.

After negotiating non-stop for 24 hours, the parties agreed on a 28-page position paper, laying out their policy priorities for the coming years.
